The French Ministry of Foreign Affairs and International Development established the Eiffel Excellence Scholarship Programme to help French higher education institutions attract top foreign students to their master’s and PhD programs.
It helps to shape future foreign decision-makers in the private and public sectors, and it encourages applications from emerging countries at the master’s level, as well as from emerging and industrialized countries at the PhD level.
The deadline for applications is January 10, 2023.

Master’s degree:
- The Eiffel scholarship includes a monthly allowance of €1,181 (a €1,031 maintenance allowance and a €150 stipend).
- Furthermore, the following costs are directly covered: – one international return trip; – social security coverage; – cultural activities Under certain conditions, scholarship recipients may also be eligible for an additional housing allowance.
Doctoral level:
- The Eiffel scholarship comes with a monthly stipend of €1,400.
- Furthermore, the following expenses are directly covered: – one international return journey (for law or political science students who may make multiple trips, only one return journey shall be covered); – social security coverage; – cultural activities. Under certain conditions, scholarship recipients may also be eligible for an additional housing allowance.
Duration: The scholarship is given for the following reasons:
- a maximum of 12 months for M2 entry,
- a maximum of 24 months for M1 entry, and
- a maximum of 36 months for an engineering degree
Eligibility for French Government Eiffel Excellence Scholarships For Developing Countries – France 2023:
- At the PhD level, candidates must be no older than 35 on the date of the selection committee meeting.
- Applicants must ensure that their level of French is sufficient to integrate satisfactorily into the anticipated course.
- Applicants must ensure that their language skills are adequate for the course of study in question.
